Requires property and casualty insurers issuing personal automobile policies in Colorado to provide a Spanish-language summary document of major policy provisions to insureds beginning January 1, 2026.

Insurers must offer applicants a language selection form (in English and Spanish) at time of application for new policies or at first renewal after January 1, 2026, allowing them to elect to receive the Spanish summary document.

Summary documents must explain coverages, exclusions, selected coverages, and any rejected mandatory coverages or selected exclusions, but serve informational purposes only with the actual English-language policy controlling in disputes.

If an insurer fails to comply with these requirements, any written rejections of mandatory coverages or exclusions become voidable at the insured's election, with the insurer liable for reasonable attorney fees and court costs, and prohibited from charging premiums for reinstated coverage during the policy period.

Requires the Colorado insurance commissioner to create approved forms for both the Spanish-language summary document and language selection form by December 31, 2024, and directs engagement with bilingual insurance producers regarding access for non-English-speaking consumers.
