• Establishes new section 3.5 directing History Colorado, under advisory committee supervision, to inventory all original art, memorials, architectural fixtures, and furniture in the capitol building and make recommendations for inclusion in the "Colorado Collection."

• Designates the Colorado Collection items as items that must remain in the state capitol building at all times, except for temporary removal for conservation with advisory committee approval.

• Clarifies that ex officio members (state historical society president and department of personnel executive director) are voting members of the advisory committee.

• Requires written submission of proposed plans to restore, redecorate, or reconstruct the building at least 30 days before work begins, with submission to legislative council staff and the department of personnel.
