HB24-1447 Summary

• Restructures the RTD board from 15 elected directors to a transitional 11-voting/3-nonvoting board (2025-2026), then a permanent 7-voting/3-nonvoting board (2027+) with mix of elected, appointed, and ex-officio members.

• Requires RTD to coordinate fixed-route transit service plans with Denver Regional Council of Governments (DRCOG) and ensure consistency with regional transportation plans while considering underserved communities.

• Mandates RTD board submit annual reports to legislature and local governments detailing ridership, budget, revenue by county, route changes, safety data, and staffing retention rates by March 1 each year.

• Requires development of a 10-year strategic plan by September 2026 addressing ridership increase, transparency, land use policies, parking optimization, climate goals, and funding opportunities.

• Creates a governance subcommittee during 2024 interim to review RTD board structure and make recommendations to legislature regarding board size, composition, appointments, and salary by December 30, 2024.

• Appropriates $36,679 to legislative department for 2024-25 fiscal year to implement the act.
