Adds hair length as a protected characteristic under Colorado's discrimination laws, alongside hair texture, hair type, and protective hairstyles commonly or historically associated with race.

Updates multiple Colorado Revised Statutes (sections 22-2-117, 22-30.5-104, 22-30.5-507, 22-32-109, 22-32-110, 22-38-104, 22-63-206, 24-34-301, and 24-50-112.5) to include hair length in the definition of "race" for anti-discrimination purposes.

Prohibits the state board of education from waiving anti-discrimination requirements related to hair texture, hair type, hair length, or protective hairstyles in charter schools, institute charter schools, and pilot schools.

Applies to conduct occurring on or after the effective date of the act.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
