• Requires comprehensive disability cultural competency training for airport staff by December 31, 2026, covering mobility devices, medical equipment, and wayfinding practices.

• Mandates installation of accessible restrooms with companion care changing tables in every terminal by June 30, 2030, and elevator systems prioritizing power wheelchairs for tarmac transport by December 31, 2030.
