Extends the digital accessibility compliance deadline for Colorado state agencies and public entities from July 1, 2024 to July 1, 2025, provided they demonstrate good faith efforts toward compliance.

Requires entities seeking immunity from liability to create a progress-to-date report demonstrating concrete efforts toward compliance on front-facing web pages, update it quarterly, and establish a clear process for requesting redress for inaccessible digital products by July 1, 2024.

Redress request processes must include contact options not dependent on web access or digital accessibility and be prominently displayed on all front-facing web pages.

If a civil action is filed, courts must determine based on preponderance of evidence whether the entity made good faith efforts; if so, the court dismisses the action without prejudice.

The immunity provision expires and is repealed effective July 1, 2025, making full compliance mandatory thereafter.
