Establishes a Rural Housing and Development Asbestos and Lead Paint Abatement Pilot Grant Program beginning July 1, 2025, to award grants to local governments in rural communities for abatement costs in housing, commercial buildings, and development projects.

Requires grant applicants to submit inspection reports documenting asbestos-containing materials, proof of lead-based paint eligibility, permits from the Air Pollution Control Division, and assessments of community needs including health impacts, availability of certified personnel, disposal facility proximity, and economic development effects.

Creates the Rural Housing and Development Asbestos and Lead Paint Abatement Fund in the state treasury, funded by penalties and fines from sections 25-15-309, 25-15-310, and 25-7-511, with a $200,000 collection cap for fiscal years 2025-26 and 2026-27.

Redirects penalties collected under these enforcement sections to the new abatement fund instead of the general fund, with the redirection ending June 30, 2027, when remaining funds revert to the general fund.

Repeals the entire pilot program effective July 1, 2027, making this a two-year temporary grant initiative subject to annual appropriation by the General Assembly.
