Exempts earned time awarded to nonviolent offenders who complete an accredited higher education program from the 30% sentence reduction limit established in Colorado Revised Statutes 17-22.5-405(4)(a).

Allows inmates participating in subsection (3.7) programs to earn additional time credits beyond the standard 30% cap on sentence reductions.

Adds new subsection (3.7)(c) to clarify that the earned time limitation does not apply to credits earned through the higher education completion program.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed by November 2024.

Applies to earned time awarded on or after the effective date of the act.
