HB 24-1463 Summary

• Special districts must provide rate schedules for tap fees, system development fees, and other water or sanitation system fees to any local government within their boundaries within 30 days of written request.

• Special districts must provide professional analyses and detailed written justification of the costs and methodologies used to calculate these fees upon request of the local government.

• "Local government" is defined as home rule or statutory counties, cities and counties, or municipalities.

• The bill takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2024 general election is required.
