HB 24-1468: Artificial Intelligence Impact Task Force

• Creates the Artificial Intelligence Impact Task Force to study AI and automated decision systems that impact Colorado consumers and workers, with a final report due February 1, 2025.

• Expands the definition of "artificial intelligence" to include any machine-based system that generates outputs including content, decisions, predictions, or recommendations that can influence physical or virtual environments.

• Establishes a 26-member task force with representatives from civil rights organizations, labor groups, academia, technology industry, government, legislature, law enforcement, education, disability advocates, and business sectors appointed by legislative leaders and the Governor.

• Task force shall study transparency requirements, algorithmic discrimination protections, ethical standards, monitoring mechanisms, facial recognition services, and biometric technology recommendations.

• Sunsets the task force on September 1, 2027, subject to legislative review before that date.
