Eliminates premium tax revenue allocations to the Health Insurance Affordability Cash Fund after the 2022-23 state fiscal year, effective July 1, 2025.

Limits premium tax deposits to the fund to only the 2020-21, 2021-22, and 2022-23 fiscal years, capping deposits at ten percent of total amounts collected from carriers and hospitals annually.

Modifies the tax deposit mechanism in section 10-3-209 to restrict allocations of premium taxes exceeding 2019 baseline collections to the same three fiscal years, with repeal effective July 1, 2025.

Redirects future premium tax revenues back to the state general fund after July 1, 2025, eliminating the ongoing dedication to health insurance affordability funding.
