HB 24-1471 Summary

• Prohibits electroconvulsive treatment (ECT) on minors under 16 years of age with no exceptions.

• Allows ECT on minors ages 16-17 only with approval from two psychiatrists licensed in Colorado and parental or guardian consent.

• Allows ECT on minors age 15 or younger only if two psychiatrists approve, other less-invasive treatments have failed, treatment is medically necessary for life-threatening malignant catatonia, a trained and credentialed physician performs it, and a parent or guardian consents.

• Requires two or more psychiatrists to determine that ECT is the most preferred treatment before performing it on individuals 18 years or older.

• Designates the act as necessary for immediate preservation of public health and safety.
