Colorado applies to Congress under Article V of the U.S. Constitution to call a convention of states for proposing amendments to limit federal fiscal spending, reduce federal power and jurisdiction, and establish term limits for federal officials and members of Congress.

The application is a continuing application that remains in effect until legislatures from at least two-thirds of all states submit applications on the same subject.

Copies of the resolution shall be sent to the President, Secretary of the Senate, Speaker and Clerk of the House, Colorado's congressional delegation, and legislative leaders in all states to request their cooperation.

The resolution cites federal overspending creating national debt, federal mandate expansion into state roles, and improper constitutional interpretation as justification for state action to protect liberty.
