Renames the "Health and Insurance" committee to "Health and Human Services" in the House Rules of Reference.

Removes the "Public and Behavioral Health and Human Services" committee from the list of committees of reference.

Changes committee appointment timing from fixed terms (at commencement of each new General Assembly session after general elections) to appointment "at such other times as may be necessary," with members serving at the pleasure of the appropriate appointing authority.

Updates the committee meeting schedule table to reflect the renamed Health and Human Services committee and removes references to the Public and Behavioral Health and Human Services committee from all scheduled time slots.
