HR24-1004 Summary

• Amends House Rule 27 to require members who request a bill be read at length to remain in the House chamber for the duration, with absences over 5 minutes (unless permitted by presiding officer) deemed a withdrawal of the request.

• Allows the Chief Clerk to arrange for bills to be read by electronic means using no more than one device or individual at a time, at an intelligible rate understandable to a reasonable person.

• Permits the majority leader to move (without debate) to suspend a bill's full reading and lay it over to a specific date or time, decided by majority vote during committee of the whole or majority of all members elected during third reading.

• Changes references throughout House Rules from "last three days" to "after the one hundred tenth day" of regular sessions or during special sessions, affecting deadlines for committee reports, amendments, reconsideration motions, and conference committee procedures.

• Clarifies that when a bill has been read at length during either committee of the whole or third reading, that reading satisfies Colorado Constitution Article V, Section 22 requirements.
