CO SB003

Grants the Colorado Bureau of Investigation authority to investigate statewide criminal activity involving firearms, including illegal firearm transfers, attempts to illegally obtain firearms, illegal firearm components and accessories, and tips regarding straw purchases and ghost guns.

Requires the bureau to communicate with local law enforcement and district attorneys in the jurisdiction where investigations occur to deconflict operations and determine investigative responsibilities before taking enforcement action.

Limits the bureau's investigative authority to firearms-related crimes and prohibits investigation of other criminal activity encountered during firearms investigations without local law enforcement consent and collaboration.

Mandates that bureau peace officers wear and activate body-worn cameras in accordance with section 24-31-902 when conducting public-facing parts of firearms investigations.

Appropriates $1,477,127 to the Department of Public Safety for the 2024-25 fiscal year, including $1,079,356 for personal services (10.1 FTE), $351,068 for operating costs, and $46,703 for leased space.
