Creates a dual licensure stipend program administered by the Division of Professions and Occupations to increase the number of licensed professional counselors in Colorado communities.

Reimburses licensed professional counselor supervisors who provide clinical supervision to school counselors seeking dual licensure and reimburses dual licensure candidates for examination and application fees.

Requires the Division to contract with a Colorado nonprofit or membership organization by January 15, 2025 to manage the program, with the contractor limited to retaining no more than 10 percent of contract funding for administrative costs.

Dual licensure candidates must remain employed by a public school as a school counselor or school-based therapist for at least five years after licensure or repay the program costs, unless they demonstrate a hardship.

Requires the program administrator to annually collect and report data on the number of participating candidates and supervisors, their geographic locations, with reports due to legislative committees by February 15 each year.
