Modifies state education funding distribution to school districts starting with the 2024-25 budget year by distributing the state's share in a pattern that accounts for when districts receive property tax revenues, rather than in equal monthly payments.

Allows school districts to request equal monthly payments (twelve approximately equal payments) as an alternative to the new variable distribution pattern, with requests due by July 1 of the applicable budget year.

Continues the modified equal payment approach for subsequent budget years unless a district requests otherwise, with distribution schedules locked in for the current budget year and not subject to mid-year changes.

Applies the same distribution methodology to charter school state aid beginning in the 2024-25 budget year, aligning charter school funding with district total program distributions under section 22-54-115.

Designates the act as necessary for immediate preservation of public peace, health, or safety and for appropriations supporting state departments and institutions.
