• Expands county commissioners' regulatory authority over cigarettes, tobacco products, and nicotine products by adding the ability to prohibit retail sales of any or all such products.

• Allows county commissioners to specifically prohibit the sale of flavored cigarettes, flavored tobacco products, and flavored nicotine products.

• Maintains existing county authority to regulate possession and sale to minors, limit smoking under the Colorado Clean Indoor Air Act, and license tobacco product sales.

• Defines "cigarette, tobacco product, or nicotine product" using the same meaning established in section 18-13-121(5) of Colorado law.

• Applies to conduct occurring on or after the bill's effective date.
