Directs the Colorado State University System board to conduct a comprehensive study on biochar, including its use in wildfire mitigation efforts.

Study must examine biochar quality parameters, beneficial uses, impact on forest health, potential markets, transportation issues, and best practices for carbon sequestration.

Defines biochar as a solid, carbon-rich product from biomass pyrolysis in oxygen-depleted conditions that sequesters carbon.

Defines biomass as nontoxic plant matter (agricultural crops, urban wood waste, mill residue), animal wastes, or methane from landfills or wastewater treatment.

Board must submit report findings and recommendations to the Wildfire Matters Review Committee or specified House and Senate committees by July 1, 2026, with the study requirement repealing September 1, 2027.
