SB24-029 Summary

• Creates the Alternative Metrics to Measure Criminal Justice System Performance Working Group to develop recommendations on metrics beyond recidivism to evaluate criminal justice system effectiveness.

• Working group consists of representatives from Division of Youth Services, Department of Corrections, Judicial Department, Department of Public Safety, two academic members with criminal justice research expertise, and two community-based criminal legal reform organization representatives.

• Working group shall study alternative metrics including measures of desistance from crime, risk-reduction outcomes, comprehensive life domain outcomes (employment, housing, education, mental health, social supports), and methods to gather feedback from individuals under or recently terminated from supervision.

• Working group must submit report to legislature by July 1, 2025 with recommendations on developing and implementing alternative metrics and methods to evaluate criminal justice system performance.

• Working group statute repeals effective June 30, 2026.
