Creates a working group convened by the Division to develop a standardized definition of recidivism for use by all state entities that collect or report recidivism data by January 15, 2025.

Working group consists of 7 members representing the Judicial Department, Department of Corrections, Division of Youth Services, State Board of Parole, Department of Public Safety (community corrections), higher education institution with criminal legal system expertise, and a community-based criminal legal reform organization.

Requires all state entities to use the working group's recidivism definition in data collection and reporting beginning July 1, 2025, while allowing entities to report additional metrics as needed.

Mandates the recidivism definition include a measurement starting point, cohort description, specification that recidivism events are new deferred agreements or adjudications/convictions for felonies or misdemeanors (including "Victim Rights Act" crimes), and a clearly defined time period consistent with best practices.

Working group dissolves after January 31, 2025, and amends existing statute regarding youth services recidivism reporting to align with the new definition framework.
