Senate Bill 24-032 Summary

• Creates a statewide transit pass exploratory committee by October 1, 2024, to develop a proposal for a unified transit pass usable across Colorado transit agencies with implementation goal of January 1, 2028.

• Establishes a zero fare transit grant program administered by the Colorado Energy Office with $4.5 million to the Colorado Association of Transit Agencies and $5 million to the Regional Transportation District to fund either 30+ days of free transit during ozone season or year-round free fares for youth riders (ages 19 and under).

• Creates a Zero Fare Transit Fund in the state treasury funded by $10 million transfer from the Multimodal Transportation Options Fund on July 1, 2024, plus any remaining ozone season transit grant funds.

• Allows regional transportation authorities to derive up to one-half (increased from one-third) of total revenues from visitor benefit taxes on overnight accommodations.

• Reallocates $6.5 million previously designated for an environmental rail study to site preparation and planning for the Burnham Yard rail property development to support regional transportation district transit expansion.
