Expands the definition of "school-based health center" to include school-linked health-care services delivered through telehealth, mobile services, or referrals to nearby clinics, in addition to clinics operated within school buildings.

Defines "local education provider" to include school districts, charter schools, and boards of cooperative services, allowing these entities to establish and operate school-based health centers in partnership with medical organizations.

Authorizes grant funding through the school-based health center grant program for evidence-informed school-linked health-care services models, including telehealth services by in-state providers and mobile health units, to expand access to primary, behavioral, oral, and preventive health-care services.

Requires the state department to maintain a list of enrolled school-based health centers and school-linked health-care services providers based on grant enrollment data and establish a process for identifying claims for services provided in these settings.

Prohibits grant awards for abortion services in violation of the state constitution and directs the division to engage with and assist communities interested in becoming grantees.
