Creates the Arie P. Taylor Sickle Cell Disease Outreach Program within the Department of Public Health and Environment to provide community-based services and support to individuals living with sickle cell disease and their families.

Department shall contract with one or more community-based nonprofit organizations by January 1, 2025, prioritizing organizations with at least 10 years of experience serving sickle cell disease populations in Denver Metropolitan Area or Colorado Springs.

Program services may include health education, informal counseling, assistance accessing community services (housing, food, transportation, legal services), peer support, advocacy, and screening referrals.

Appropriates $200,000 for fiscal year 2024-25, with administrative costs capped at 8 percent, requiring contractors to submit reports on services provided and individuals impacted before contract expiration.

Statute automatically repeals July 1, 2030.
