Prohibits the sale, offer for sale, or provision of free samples of counterfeit lighters, unsafe lighters, or novelty lighters in Colorado, regardless of whether sold retail, wholesale, online, or in person

Defines "counterfeit lighter" as one infringing intellectual property rights of U.S. citizens or entities protected by federal or state law

Defines "unsafe lighter" as disposable or refillable cigarette lighters not complying with ASTM Standard F400-20 or grill/utility lighters not complying with ASTM Standard F2201-20

Defines "novelty lighter" as lighters commonly recognized as appealing to or intended for children under five years old, excluding standard lighters with printed logos, labels, decals, artwork, emblems, engravings, etchings, inscriptions, or heat shrinkable sleeves

Exempts interstate transportation of prohibited lighters through Colorado and storage in distribution centers or warehouses closed to the public that do not retail-distribute such lighters

Takes effect December 1, 2024, unless subject to a referendum petition filed within 90 days after final adjournment, in which case it requires voter approval at the November 2024 general election
