• Establishes a formal reconsideration process for library resources in school and public libraries where students, parents, or community members can challenge materials through written requests evaluated by appointed committees.

• Creates evaluation standards prohibiting removal of library resources based on partisan disapproval, ethnic origin, gender identity, or lack of diverse viewpoints; requires resources to remain available during reconsideration pending final disposition.

• Requires unanimous committee consent to remove school library resources and mandates publication of challenge notices and final dispositions on school district and public library websites (excluding challenger names).

• Prohibits retaliation against school and library employees, contractors, or volunteers who refuse directives to remove resources if they have good faith belief the directive conflicts with applicable law or policy.

• Prevents the state board of education from waiving library resource selection and retention requirements for public schools, district charter schools, and institute charter schools; establishes discrimination protections for library resource selection, retention, displays, and public meeting spaces.
