• Grants the board authority to establish and approve high school diploma graduation requirements for community colleges, replacing previous language that tied requirements to local school district standards.

• Extends the availability period for unexpended and unencumbered General Fund appropriations for the Adult Education and Literacy Grant Program from fiscal years 2023-24 and 2024-25 through fiscal year 2028-29, after which any remaining funds revert to the General Fund.
