Exempts commercial use of snowmobiles on private property from snowmobile registration requirements, allowing only private noncommercial use to be registration-exempt.

Establishes an out-of-state snowmobile permit program effective October 1, 2025, requiring non-Colorado snowmobile owners to obtain permits for recreational travel on publicly owned land, with exemptions for government-owned snowmobiles, organized events, and nonrecreational uses.

Sets permit validity period from October 1 through September 30 each year, with permits sold by division agents at a fee amount to be established by commission rule.

Directs all out-of-state snowmobile permit fees to the Snowmobile Recreation Fund for administration and trail maintenance, with up to 17% of each registration fee available for administrative costs.

Adds a 25-cent search and rescue surcharge to out-of-state snowmobile permits, alongside existing surcharges on vessel and off-highway vehicle registrations, with the commission authorized to adjust surcharge amounts by rule.
