Removes "orphan drug status" from the factors the Colorado prescription drug affordability review board must consider when performing affordability reviews.

Prohibits the board from performing affordability reviews of or establishing upper payment limits for prescription drugs designated as drugs for rare diseases or conditions by the federal Food and Drug Administration under 21 U.S.C. Section 360bb.

Maintains existing exemption for prescription drugs derived in whole or in part from cannabis.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to referendum petition provisions and potential voter approval in November 2024.
