• Mandates facilities report on alternative test methods used, number of federal waivers obtained, percentage of funds spent on animal versus non-animal research, and plans to reduce animal use.

• Requires facilities to offer dogs and cats to animal shelters or pet animal rescues for adoption before euthanizing them, except when euthanasia is necessary for health or safety reasons.

• Provides immunity from civil liability for facilities acting in good faith to transfer dogs and cats to shelters or rescues under the law's requirements.

• Takes effect 90 days after final adjournment of the legislature, subject to voter approval if a referendum petition is filed by November 2024.
