• Department of Education must create and deliver a publicly available training program on individualized education programs (IEPs) by July 1, 2026, covering federal and state laws, procedures, and parent and student rights in plain language.

• Training program shall be delivered both in-person and online, with optional interpersonal and communication strategy exercises included.

• Department must publish a recording of the training and all accompanying materials on its website by July 1, 2026, available to the public in plain language.

• Department shall provide training materials to school districts, schools, special education advisory committees, and community groups upon request, and shall provide materials in any requested language.

• $75,288 is appropriated to the Department of Education for fiscal year 2024-25 to implement the training program; funding is not available for fiscal year 2026-27 and beyond, with the department required to perform duties within existing resources thereafter.
