Requires Colorado Department of Education to develop policies for home-based, virtual administration of computer-based state assessments for students enrolled full-time in online schools or programs.

Policies must address testing personnel qualifications, student-to-administrator ratios, tester verification, remote setting requirements, test-taker monitoring, device and network requirements, parental consent, and school eligibility.

Department must conduct validation activities during the 2024-25 school year to establish score comparability between home-based virtual assessments and in-person school-based assessments, with full implementation expected by 2025-26 school year.

Department may provide incentives to encourage student and educator participation in validation activities.

Appropriates $440,000 to the Department of Education from the state education fund for the 2024-25 fiscal year to implement the remote testing program.
