Requires each sheriff to designate at least one individual to coordinate voting for all confined eligible electors and establishes specific duties including providing ballot information access, voter registration assistance, and ballot collection procedures.

Mandates in-person voting at jails and detention centers for at least one day for at least six hours between the 15th and 4th day before election day, with ballot cure form submission capability and provisional ballot options.

Requires county clerks and recorders to verify through the Department of Corrections online offender database that confined individuals are not currently serving felony sentences before allowing registration or voting.

Appropriates $167,400 for fiscal year 2024-25 ($75,240 general fund for local election reimbursement and $92,160 from state cash fund for IT personal services) and establishes $5,000 per violation civil penalties for non-compliance by sheriffs or their designees.
