Increases immature plant size limits from 8 inches to 15 inches in height and width for cannabis cultivation operations.

Expands license validity periods from one year to two years for state-issued marijuana licenses and delivery permits, with local jurisdictions able to choose one or two-year terms.

Establishes new social equity licensee criteria effective February 1, 2025, including residency in low-income housing, marijuana offense convictions of applicants or family members, and receipt of assistance from specified poverty programs over a five-year period.

Allows cultivation facilities to sell genetic material (seeds, immature plants, tissue culture) to individuals and other licensed entities with age verification requirements and online payment acceptance, while prohibiting direct consumer transfer on licensed premises.

Requires state licensing authority to promulgate rules by January 1, 2027 eliminating radio frequency identification technology requirements for seed-to-sale tracking systems and authorizes unified applications for licensees with identical owners to reduce fees.
