Allows two-wheeled motorcycles to overtake or pass stopped vehicles in the same lane at speeds of 15 mph or less when lanes are wide enough and conditions permit safe operation

Requires adjacent lanes to also have stopped vehicles and prohibits passing on right shoulders, to the right of vehicles in the farthest right-hand lane on non-limited access highways, or in opposite-direction traffic lanes

Motorcycle driver must cease overtaking when vehicles being passed begin moving

Directs the Colorado Department of Transportation to analyze safety data on rear-end collisions, collision severity in heavy traffic, and side-swipe collisions before issuing a report to the General Assembly by January 1, 2027

Sunset provision automatically repeals the lane filtering authorization on September 1, 2027, unless the General Assembly extends it based on the safety report findings
