Renames the "breast cancer screening fund" to clarify its purpose and establishes a link between two cancer prevention funding mechanisms in Colorado law.

Transfers $500,000 annually from the breast and cervical cancer prevention and treatment fund to the breast cancer screening fund for fiscal years 2024-25, 2025-26, and 2026-27.

Repeals the provision requiring interest and income from the breast and cervical cancer prevention and treatment fund to be transferred to the disability support fund under section 24-30-2204.5.

Appropriates $500,000 to the department of public health and environment's prevention services division for the 2024-25 fiscal year from the breast cancer screening fund for breast and cervical cancer screening programs.

Designates the bill as necessary for the immediate preservation of public peace, health, and safety under the safety clause provision.
