Allows health-care providers and medical offices to provide unused portions of topical medications administered during surgical procedures or visits to patients if needed for continued treatment, provided the medication contains no controlled substances.

Requires health-care providers to document in the patient's medical record that the patient must continue the medication at home, including dosage and directions for use.

Requires facility-provided medications to be labeled according to Colorado pharmacy regulations and waives the pharmacist counseling requirement since the health-care provider provides counseling instead.

Extends the same provisions to hospitals and ambulatory surgical centers, with requirements for labeling medications upon patient discharge and counseling on proper use.

Applies only to topical medications without controlled substances and maintains documentation and labeling requirements for continuity of care.
