Exempts cities and counties with populations of 400,000 or more as of July 2022 that enacted firefighter benefit ordinances by April 30, 2024 from being required to participate in a multiple employer health trust.

Establishes a firefighter benefits cash fund in the state treasury, funded by general fund appropriations and subject to annual appropriation by the general assembly to the Department of Local Affairs for reimbursing employers for firefighter insurance and benefit costs.

Authorizes self-insurance pools for units of local government and public entities to provide firefighter heart and circulatory malfunction benefits in addition to workers' compensation coverage.

Changes statutory language from "moneys" to "money" for grammatical consistency in references to the firefighter benefits cash fund.

Takes effect 90 days after enactment for benefits provided on or after that date.
