Requires health insurance carriers to allow "transferring enrollees" to continue receiving treatment from out-of-network providers as in-network benefits when their previous plan was not renewed and they transfer to a new plan.

Applies to enrollees undergoing treatment for serious and complex medical conditions, inpatient care, pregnancy, terminal illness, or scheduled nonelective surgery.

Permits continued treatment until the current episode ends or 90 days after enrollment in the new plan (whichever occurs first), or through completion of postpartum care for pregnant enrollees.

Requires carriers to reimburse out-of-network providers at in-network rates and prohibits balance billing of transferring enrollees during the transition period.

Takes effect January 1, 2025, and applies to health benefit plans issued on or after that date.
