Creates a high-emitter vehicle voucher program providing $850 vouchers to owners of noncompliant vehicles in ozone nonattainment areas, redeemable at qualified repair facilities to bring vehicles into compliance, funded from the highway users tax fund.

Establishes a garden rebate program offering point-of-purchase rebates of the lesser of $150 or one-third of the price for electric lawn equipment purchases in nonattainment areas; repeals January 1, 2030.

Expands the clean fleet enterprise to provide grants up to 50% of local government costs for acquiring electric light-duty vehicles, with priority given to local governments; authorization repeals December 31, 2029.

Requires annual photochemical modeling studies and data analysis in nonattainment areas to determine ozone levels and policy effectiveness, with results published on the division website and reported to the air quality control commission.

Increases vehicle emissions inspection fees from $25 to $35 for 1982 and newer vehicles and directs the division to pursue replacing on-board diagnostics testing with IM240 emissions or tailpipe tests by May 5, 2025.
