Defines a fenced perimeter security alarm system as an alarm system with a battery-charged fence powered by a twelve-volt commercial storage battery that meets International Electrotechnical Commission Standard 60335-2-76.

Prohibits local governments from banning fenced perimeter security alarm systems outside of exclusively residential zones, or imposing installation or operational requirements exceeding those for standard alarm systems.

Requires battery-charged fences to be enclosed by a non-electric perimeter fence at least five feet high, be either ten feet tall or two feet higher than the outer fence, and display "WARNING-ELECTRIC FENCE" signs at thirty-foot intervals or less.

Allows local governments to inspect battery-charged fences to verify they meet specified characteristics but prohibits requiring additional permits beyond those required for other alarm systems.

Permits local governments to impose no restrictions on battery-charged fences or fenced perimeter security alarm systems in agricultural zones or other non-residential areas outside exclusively residential zones.
