CO SB098

Creates the Referendum Power Committee of the House of Representatives with six members (three appointed by the Speaker, three by the Minority Leader) and the Referendum Power Committee of the Senate with four members (two appointed by the President, two by the Minority Leader)

Requires each committee to meet during the legislative session and review every bill introduced with a safety clause to determine whether the safety clause is justified

Committees may only approve safety clauses for bills necessary for immediate preservation of public peace, health, or safety, or for appropriations supporting state departments and institutions

If a committee determines a bill does not require a safety clause, the committee must replace it with an "act subject to petition clause" or amend the bill to be a referred measure

The act takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case it requires voter approval at the November 2024 general election
