• Expands the definition of "registration of apprenticeship programs" to include both federal registration and state apprenticeship agency approval recognized by the U.S. Department of Labor.

• Increases Committee for Apprenticeship in the Building and Construction Trades (CABCT) membership from 16 to 17 members, with seven concurrent appointments to the Committee for Apprenticeship in New and Emerging Industries (CANEI).

• Increases CANEI membership from 14 to 15 members, with seven concurrent appointments from the CABCT instead of six.
