SB24-104 Summary

• Directs the State Apprenticeship Agency and Career and Technical Education Division of the Colorado Community College System to align high school career and technical education programs with registered apprenticeship programs in infrastructure, advanced manufacturing, education, and health care by July 1, 2026.

• Requires establishment of at least one state-level advisory board to create state-approved programs that align with registered apprenticeships and educate sponsors on crediting prior career and technical education experience.

• Authorizes the Office of the Future of Work to conduct outreach fostering collaboration between apprenticeship programs, community colleges, high schools, and training providers to increase awareness of opportunities.

• Appropriates $87,326 to the Department of Labor and Employment (0.8 FTE) and $190,490 to the Department of Higher Education for fiscal year 2024-25 to implement the alignment requirements and fee-for-service contracts.

• Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
