Creates new criminal offense of unlawful affiliation with a public safety radio network without authorization from the network's authorizing entity.

Classifies unlawful affiliation as a Class 2 misdemeanor.

Defines "affiliate" as transmitting or receiving a signal on a public safety radio network, including through cloning equipment, but excludes passive listening devices like scanners that do not transmit signals.

Defines "cloning equipment" as any instrument, apparatus, equipment, software, or device designed or used to transmit or receive signals on a public safety radio network without authorization.

Effective 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, subject to referendum petition.
