Prohibits the Colorado Department of Health Care Policy and Financing from requiring prior authorization for preferred antipsychotic drugs used to treat mental health disorders covered under the state Medicaid program.

Allows non-preferred antipsychotic drugs without prior authorization if an adult was unsuccessfully treated with a preferred antipsychotic in the past 365 days or is currently stable on a non-preferred antipsychotic drug.

Requires prescribing providers to electronically attest that patients meet eligibility requirements, with automatic processing and override of preferred drug requirements upon attestation.

Appropriates $1,092,134 for fiscal year 2024-25 ($888,555 from general fund and $203,579 from healthcare affordability and sustainability fee cash fund) and anticipates $2,295,189 in federal matching funds.

Does not prevent drug utilization reviews for patient safety or medically accepted indications, managed care organization contracting, or use of generic drugs.
