Requires the Behavioral Health Administration to establish designations for eating disorder treatment and recovery facilities by January 1, 2026, based on level of care provided (intensive outpatient, partial hospitalization, residential, or inpatient); excludes individual licensed clinicians offering outpatient therapy.

Mandates State Board of Human Services rules protecting patient privacy and dignity, including allowing private medical exams and weigh-ins, prohibiting full nudity during weigh-ins, and requiring private restroom use without staff or other patients present.

Requires facilities to provide gender-affirming restroom policies for transgender and gender nonconforming patients and to respect patients' sexual orientation, gender identity, religion, and dietary ethics in treatment policies.

Establishes minimum patient rights and formal grievance procedures through the Behavioral Health Administration, with rights and grievance processes publicly posted and provided to patients in writing and electronically.

Requires informed written consent from both minor patients age 15+ and their parents (or parents alone for patients age 14 or younger) before involuntary feeding tube placement; allows patients age 15+ who object to continued feeding tube use to seek judicial review.
