• Enacts Colorado's adoption of the revised Interstate Compact for the Placement of Children, replacing the 1960 compact previously adopted in 1975, to streamline interstate child placements and ensure consistency across member states.

• Establishes the Interstate Commission for the Placement of Children, a multi-state body with authority to promulgate rules, collect standardized data, and provide dispute resolution among member states regarding child placements.

• Applies to interstate placements of children subject to court jurisdiction due to abuse, neglect, delinquency, or residential facility placement, as well as placements preliminary to adoption by public and private child-placing agencies.

• Creates a state advisory working group to review Colorado's implementation of the compact over one year, including evaluation of barriers to out-of-state residential placements and the national electronic interstate compact system.

• Takes effect when the compact is enacted into law by the 35th state; compact becomes binding and operational at that time through the established Interstate Commission.
