Repeals Colorado Revised Statutes section 43-1-121, which required the Department of Transportation to make recommendations to the legislature by December 20, 2011 regarding short-term mobility solutions for the Interstate 70 mountain corridor.

Removes the obsolete deadline for departmental recommendations on actions to improve I-70 mountain corridor mobility that could be taken by July 1, 2014.

Eliminates requirements for the department to estimate funding amounts and recommend funding sources for mobility improvements in the corridor.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, or if subject to a referendum petition, upon approval by voters in the November 2024 general election.
